Job Description

We are seeking an experienced Oracle PeopleSoft HCM Business Analyst to support and enhance our Federal Human Capital Management (HCM) systems. The ideal candidate will possess strong analytical skills, a deep understanding of PeopleSoft HCM modules, and proven experience working within a Federal environment.

Roles and Responsibilities
  • Gather and document business requirements and translate them into functional specifications.
  • Identify opportunities for business process improvements and propose effective solutions.
  • Evaluate and provide feedback on design documents, test plans, and scenarios.
  • Create and maintain documentation in accordance with the Software Development Life Cycle (SDLC).
  • Define test scenarios, develop test scripts, and support application configuration.
  • Collaborate with developers to ensure proper understanding and implementation of functional designs.
  • Review and provide input on proposed system functionality and enhancements.
  • Work closely with internal stakeholders, subcontractors, and Treasury staff to ensure high levels of customer satisfaction.
  • Provide support during testing, deployment, and post-implementation phases, including evening and weekend support as needed.

 

Required Qualifications
  • Proven Business Analyst / Subject Matter Expert (SME) experience with Oracle PeopleSoft HCM.
  • Demonstrated experience working within a Federal government environment.
  • Strong experience in writing detailed business requirements and translating them into functional design documents.
  • Proficiency in software testing, including writing and executing test plans and scripts.
  • Advanced SQL skills for data extraction, analysis, and validation.
  • Strong organizational skills with the ability to manage multiple priorities independently.
  • Must be available for scheduled and ad hoc evening and weekend support.
